The District of Squamish’s wastewater treatment plant outfall has become isolated from the main stem of the Squamish River due to ongoing sediment aggradation and channel shifting. This has resulted in undesirable water quality conditions near the outfall due to poor mixing conditions during low river flows. In 2020, the District completed a Hydrogeomorphic Assessment of the Squamish River Near the Wastewater Treatment Plant Outfall. The report recommends extending the outfall approximately 300-450 metres downstream of its’ current location. It also recommends that the District complete further studies to assess the desired outfall system including conducting dilution modeling for the recommended outfall location and, if required by regulators, conduct an environmental impact assessment.

The District would like to retain a qualified consultant to complete these studies and develop a concept design and cost estimate.

The objective of this Request for Proposal (RFP) is to provide a solid basis for budget planning and future detailed design of outfall modifications. It is the District’s intent to select a preferred proponent based on the evaluation criteria outlined in this document.
