The District is seeking a qualified engineering consultant to prepare a detailed design and provide tendering services and construction inspection and contract administration services. The key project objectives are as follows:

• To provide a detailed design in accordance with the pre-design study and blower replacement study as well as any other plant modifications that may be necessary to allow for the upgrades;
• To protect public health, safety and the environment;
• To meet or exceed relevant regulatory requirements;
• To ensure that the lowest life-cycle cost of assets is achieved while maintaining agreed upon levels of service and an risk exposure level;
• To deliver municipal infrastructure services in a fiscally responsible manner;
