The District is accepting quotations for the Youth Centre Demolition Project. Background The structure located at 1135 Carson Place in Squamish was built in 1965 as a police station. The main building is 4,800 sq feet single storey and includes office space, a small kitchen, 2 washrooms and the old cell area. There is also a double garage used for storage. It has most recently been used as a Youth Centre. The building structure is a mixture of wood frame, concrete block and concrete. There is a small crawl space under one area of the main building accessing plumbing. The building was closed in 2020 and is currently boarded up waiting for demolition. There are no plans to build anything else on this site. The District of Squamish is seeking quotes from qualified contractors to demolish both structures. Hazardous materials Attached is the report from Kinetic Environmental Services on the presence of hazardous materials on site. The hazardous materials identified in the report will be removed separately prior to the demolition. Specifically this includes:
This above removal is not part of this demolition RFQ. If further contaminated materials are discovered during demolition, they will need to be disposed of appropriately by a qualified abatement company. Lead was also noted at low levels in some paint. This will not be removed in advance and so precautions need to be taken in the demolition of those areas. Utilities
Access The only access to the site is across a temporary steel bridge across a culvert on the south end of the site as shown on the attached map view. The 16’ wide bridge that will span the culvert is being provided by the Ministry of Forests and is rated for 165 tons. The bridge will be brought to site by the District of Squamish and removed after the project. Install of the bridge will be the responsibility of the demolition contractor as below. Civil work – install of the temporary bridge Attached are the specifications from the engineer as to the installation of the bridge. Please quote to include this work as well as the preparation work required prior to the removal of the bridge. Civil work - Asphalt and grading There is extensive asphalt around the current building. Please provide a separate price to remove the asphalt without damaging any trees or other vegetation along the edge of the stream. A silt fence along the riparian area will be needed prior to asphalt removal. Please see attached mitigation measures guidelines. The grading required for the site after the demolition is yet to be determined. Please provide a separate hourly rate to consult on grading required to prepare the land to be a park. Demolition waste management The project is currently targeting at least 80% waste diversion from the landfill for all waste generated within the project site. The Contractor will be required to submit all waybills or scale tickets or invoices from the demolition to the District of Squamish. Waste is to be diverted per the Managing Construction Waste guidelines attached. A complete version can be found here. All waste on the site must be within waste containers to protect the waste from rain and wind in order to prevent contamination of the nearby stream. All waste containers must be at least 30 meters from the top of the bank. Permit The demolition building permit will be submitted and paid for by the District of Squamish. Security The Contractor will be responsible for ensuring that there is a fence around the site during the project. There is currently a fence around the building that could be moved and expanded to cover the whole site. District staff can assist in co-ordinating this. The cost of the fence will be borne by the District of Squamish. The Contractor is responsible for any traffic management required. Site clean up The Contractor will remove all debris from the site once the demolition is complete. Timing The project needs to be completed between July 5th and August 31st to coincide with the school next to the site being closed.
