This Request for Proposals (the “RFP”) is an invitation by the District of Squamish (the “District”) to prospective proponents to submit proposals for Model Review & Bylaw Development :  Amenity Cost Charges (ACC) & Development Cost Charges (DCC),as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”). 

The District of Squamish is looking to retain a qualified and experienced Consultant to undertake a review of the District’s existing Development Cost Charge (DCC) financial rate model and develop a new DCC rate table, including, but not limited to, projects, project costs and timing, and DCC rate calculations, and a new DCC Bylaw, including rates for fire protection, police, highway and solid waste and recycling facilities. The District is also looking to develop a new Amenity Cost Charge (ACC) financial rate model and develop a new ACC rate table, including, but not limited to, projects, project costs and timing, and ACC rate calculations, and a new ACC Bylaw. The successful proponent will have extensive experience, knowledge, and understanding of British Columbia’s Development Cost Charges (DCC)  and Amenity Cost Charges (ACC) legislation and best practices and have extensive experience with similar projects for municipalities within British Columbia.
