The District of Squamish is accepting quotations from qualified companies for the installation of exterior Avigilon camera systems at the Squamish Landfill and at the Squamish Adventure Centre. The exterior IP cameras and a VMS (system) will be installed at the 2 sites. The cameras will be operational only after hours and will be motion activated. The cameras installation is in response to recent theft and vandalism. The Systems will provide video monitoring and recording of key areas as described under the scope attached. The Systems will utilize advanced video analytics to process the recording and review of recorded video. The footage will be viewed by a 3rd party monitoring company. This monitoring service is not part of this RFQ. Locations
This building is located at 38551 Loggers Lane. It is 15 years old. The building is open 7 days a week from 8.30am to 4.30pm in the winter and 8am to 6pm in the summer. The building is owned by the District of Squamish but is occupied by tenants. Vandalism in the last 10 years has included window smashing, garbage dumping on the front steps, theft and loitering overnight. The latter has increased in recent years and poses a health and safety risk to tenants and their employees as well as to visitors to the centre. The camera system has been designed to cover approximately 60% of the exterior of the building that is where the vandalism has occurred. Night time patrolling occurs at the facility and while this has helped curb the loitering problem it has not stopped the loitering or the risk associated.
The Squamish Landfill is owned by the District of Squamish and located approximately 11 kilometers north of downtown. The Landfill accepts waste for disposal from within the Squamish Lillooet Regional District, including municipal waste from Squamish, Furry Creek and Britannia Beach. The site includes a Recycle Depot, Weigh Scale and Transfer Station at the site entrance, and an active Landfill, all of which are enclosed within a perimeter electric wildlife fence. Hours of operation are 9 am to 5:45 pm seven days a week except Christmas and New Years Days. There have been ongoing incidents of trespassing after-hours to obtain materials in the Recycle Depot and Transfer Station, such as automotive batteries and scrap metal. Some of the bins in the Transfer Station are over 6 feet high and present a safety hazard for those attempting entry (fall hazard), and should someone be trapped within a bin when it is being loaded by others or tipped. A chain-link security fence topped with barbed wire will be installed just inside the electric wildlife fence to enclose the entrance area (including the Recycle Depot and Transfer Station) in the second quarter of 2021. A video surveillance system in the area is also required to deter trespassing, and for safety, asset and environmental protection. Two cameras will be pointed towards the Recycle Depot and Transfer Station, while a third camera will to point to the new Landfill Gas Blower and Flare Station. Organic and recyclable materials are banned from disposal in the Landfill given that alternative disposal options exist, and to minimize GHG emissions and extend the life of the Landfill. A fourth camera mounted above the Weigh Scale with a live feed into the Scale Building will allow the Scale Attendant to identify loads the may or do contain banned materials, so the load can be directed appropriately.
