This Request for Proposals (the “RFP”) is an invitation by the District of Squamish (the “District”) to prospective proponents to submit proposals for Brennan Park Recreation Centre IPD Team – Electrical Design and Construction Services, as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”).  

It is our intent to select one (1) proponent to be the Electrical design consultant and Electrical contractor (the “Electrical Team”) who will take on the responsibilities of the Brennan Park Recreation Centre - Stage One Works: Expansion, Renovation & Retrofit (the “Project”) as described within this RFP and its attachments.  

This RFP is limited to Electrical Teams only. Further procurement opportunities may be issued by the District to engage other sub-consultants (engineers) and key sub-trades to build out the full IPD Team. 

The District has already selected the Design Lead & General Contractor through RFP# R22-64 and is now looking to engage an experienced and innovative Electrical Team which possesses the skills and experience required to join the Districts’ IPD Team being assembled. Future work for stages 2 and 3 may be awarded dependant on the availability of grant funding. Refer to Appendix D, Section A – Future Work Beyond this Scope at Brennan Park. 

It is the District’s intent that once a full IPD Team is selected through multiple procurement processes, that the District and each of the selected entities on the IPD Team will enter into a negotiation to finalize a multi-party agreement. The form of agreement that will be used as the basis for the negotiations is the Canadian Construction Documents Committee (CCDC) 30 attached as Appendix A to the RFP. Under the CCDC 30 agreement, the IPD parties will be paid their costs (without profit) plus an agreed amount of profit that is dependent on the IPD Team achieving the overall project targets. Change orders will only be granted for the limited reasons specified in the agreement and there will be mutual liability waivers – subject to some exceptions. The agreement will require joint, active management by the IPD Team and use of Lean principles and processes to increase value and reduce waste.
